Just because the device is being billed for enterprise service, doesn't always mean someone set it up correctly.
Are you able to start an activation from the BB and have an etp.dat message appear to any email address? For example, start an EA to a personal email address and a fake password, and see if the message arrives.
If it doesn't arrive to the Inbox or a spam folder, the device may not be activated for enterprise.
It needs to be able to send out the etp.dat before all other communication begins.
