Default Setting, not allowing, through policy

Please Login to Remove!

I wish to exclude the address book from content encryption and turn on the ability to make calls from a locked handheld. I have the following set:

Security Policy Group - Allow Outgoing Calls When Locked - True
Security Policy Group - Force Include Address Book In Content Protection - False

Yet these settings seem to simply allow users to change the setting. This is no use for my purposes, I want these settings enabled by default.

Can it be done?

... I don't get what the problem is. Users can make their device more restrictive ...

The IT Policy settings will only allow you to give your users the ability to use those features if they so choose. If you want those options to always be set a certain way, you will need to either do it when you set up the device or send instructions to your users on how to change them.
