Default Creating a group filter

Okay, I've been doing a lot of searches on this and have come up blank.

We are on BES 4.1.4 and Exchange 2003

I'm trying to create filters for our on-call support staff so that they know when they need to respond to an email right away. I'm having some problems getting the filter to work correctly.

I am filtering on the following:

From: [email address]
Subject: subject1 subject2
Body: body1 body2

This doesn't work. If I search on only "body1," then the filter works. Also, if i don't have the subject words in the correct order or there is another word between them, the filter doesn't work. What is the correct syntax for searching for multiple words in the body or subject of a message? I know if you want to search on any of the words, you seperate them by a semi-colon, but I need to match all words, but won't necessarily know the order they are in the message/subject.
