We have a BES for Domino server, with mostly 8830 devices deployed.

For some reason only addresses within the user's Personal Address Book may be used for replying, forwarding, etc. (otherwise the user has to type in the entire desired address).

Additional Info:
We utilize Directory Assistance to recognize (4) Public Address books.

Is there some setting which I need to turn on for the Address Books to be recognized from the BB?

You should be able to pull addresses back from them all via LOOKUP on the BBs. Does that work?

FYI: There is no way to "push" these address books to the device as per the user's address book

Are you saying that if you user receives an email from someone who is NOT in their address book, they cannot REPLY to it? That seems very odd!

My bad. I think I see what's happening.

We typically don't place cell numbers in the Public Address book (we don't want everyone to have access to us 24/7). Because of this, we typically add contacts (with cell phones) to our Personal Address Book.

When I try to Forward to an individual (who is in both Address Books) it says that "This Entry Has No Email Address". I just need to add the addresses to the Local entries.

Just tried this on my own BB, i have private details for my colleagues that isn't inthe PAB, all i do is type some of the name and then go "Lookup" to get the email address from the PAB.

You're both right.

You can either add the mail address to the local record, OR ignore the local record and do a lookup.

I do that with my boss, my PAB entry is his home email/cell etc. When emailing his work address, I ignore the name in type-ahead and do a lookup.
