A character limit? What the heck are you putting in this message?!
I've not heard of a character limit, and none is specified in the help window in BES manager. All that is specified is: "Customize the message sent to users in the "Generate and Email Activation Password" task. To specify a message subject, start the first line with a plus "+" sign, and type the subject on that line. If the first line does not begin with "+", the default subject is used, and the text that you specify appears as the message body. Use "$p" as a placeholder for the password, "$n" for the user's name, and "$x" for the time-to-live in hours. If no "$p" appears in the text, the password is appended to the message."
