When a user's device is wiped and reloaded to the BES through Enterprise Activation, the amount of previous emails that are reloaded to their device is different for every user. Some user's may have previous emails dating back to 4 weeks, while some only date back 1 to 2 days. Why does it not reload the emails back to a specific date for every user?

I do have another question in regards to this problem, but I couldn't find an answer through the search.
I just activated a user to the BES after the device was wiped. This time it didn't reload any messages, not even messages from today. Why would it not load any previous messages at all?
