I have the verizon blackberry 8703e and i want to sync outlook with the blackberry wirelessly

What is the best cheapest way to do this
What would an exchange server entail?

Considering the scope of the question you posed it's likely cheaper for you to go with a hosted exchange solution and have BES added to your account.

Just google "hosted exchange" and there are a number out there .. likely around $40-50 a month.
