Here's a article from Blackberry Knowledge base that was first in the list after a search for "message service is not configured"

Is he a member of administrators?

If so it will not work properly because administrators are denied access to the message store!

I'd suggest:

1. Re-send Service Books
2. Re-genrate Encyption key
3. All else fails, wipe and re-activate
