To be realistic, minimum or even recommended minimums are there to present you with a least-cost picture. Honda recommends that I have my Accord's oil changed once every year or 10,000 miles. Realistically, I'm going to have my oil changed once every 3,000-4,000 miles or 3-3.5 months. Just because they can give you a least-cost upkeep does not mean that its the real world recommended minimum.
I have 2GB of RAM in a server thats running 55 users. If I ever get to the point of having memory issues, then I'd look at possibly separating off the Attachment Server, if thats the culprit - this can be a huge memory hog at time, and luckily with BES 4.0, you are able to put it on a remote server...
...but with that said, it leads me to believe that the following is your problem.

RIM's suggested system minimums does not include the SQL server as part of the configuration. Even with 90'ish users like your server, having the extra SQL load on there is murder for a machine with only 1GB of physical memory. I would suggest 2-4GB of RAM on a single server, even with that load.
