Default Issues activating some handhelds

Fairly green BES admin here with a plea for advice.

We are currently running BES 4.0 on top of Exchange 5.5, and for the most part aren't having any issues with our BB users. However, a couple of users are unable to recieve messages, even though they seem to have been successfully activated. We have updated the BB apps to the most recent versions and activated them via USB connection directly to the BES. Again, all appeared well and nothing shows as unusual during activation. When connected to the USB, the handheld receives messages sent from BES but not Exchange. When not connected, it receives no messages at all. I have been told by T-Mobile that the accounts are properly set up for BES, so now I'm stumped.

The only clue I have is that under User Stats in Blackberry Manager it shows the result of the last transaction to be "refused by handheld". Other than that, the settings appear to be identical to the other working users. This is occurring on 2 different models of blackberry, same symptoms. Any help would be appreciated, thanx.

It looks like they do not have any BES Provisioning active on their accounts. If you ever get stumped then T-Mobile can always conference you in with RIM to open a ticket and resolve the issue. Can you perform a wireless activation on the devices?
