I had the same problem following a new install, I uninstalled, re-installed, SP'd and HF'd but the issue persisted. One of my co-workers suggested checking that all services were running correctly.
What I found was the "Blackberry Database Consistency Service" was disabled.
I enabled it - Wireless email reconciliation became available
