Default BIS and BES

Pardon my ignorance:

I just purchased a personal Blackberry account last week with I believe is BIS ($30 plan). I run windows 2003 enterprise, exchange 2003, and I just installed BES Express and I am looking to connect my 8330.

Is there no way to do this other than purchasing the BES plan through Verizon? Why do we need a blackberry infrastructure in Verizon to make this happen? I have received the "Undeliverable: RIM....." message that was sent to [email address] from my BES Express server, and I assume that is the message that was not sent through the Verizon Blackberry infrastructure to my 8330 curve?

Any insight would be greatly appreciated.

You will need the BES plan to activate your device on the server.
