I have a client with the same messages, from what I have found it means there are 274 messages that need to be delivered to the device. You may want to take a look at the Blackberry Manager and see if the device has connected to the server lately. You may also want to check the logs for any evidence that a connection was made and a message delivered.

This means there are 274 messages pending delivery to the handheld.

Of the 274 pending, 25 were sent to the BlackBerry SRP. For each BlackBerry BES sends a maximum of 5 messages to the SRP. Once a message is delivered to the BlackBerry BES will send another.

The remaining 249 messages are on BES waiting to be sent to the SRP.

somebody has their device turned off, out of radio range, a flat battery, or some other reason why it can't talk to the network.

No, it's a total of all the outstanding messages for your users, the 25 implies that 5 users have their BBs off atthe moment.
