Default Pre-population not working

For a user, I migrated him to BES4 fine, everything was working work until he wiped the device. I resent him the activation password and he got it working again i.e. completed the activation process fine. But he didn't have any historical emails in there. The server is set to populate 200 messages upon activation. Any reason why its not doing it.

The BES only does pre-pop if its a new user or a new PIN#. If you re-activate with the same PIN it won't pre-pop.

If you need the emails either move them to a folder and then move them back to the inbox or delete the user from the BES and re-add them.
