Sometimes when I activate an user for BES, BB shows only recent messages but not the entire Inbox from Exchange. What could have caused that? I also have users who shut off their data plan when travelling, then when they return, they want to sync with Exchange but some messages don't get downloaded to the phone. Is this normal?

Activating new users don't sync the entire inbox, just the last x number of days (set by the pre-population value in BES).

I don't have an answer for your 2nd question.

Well I don't have anyone who would be so extreme when travelling so I can't say 100%. The most our guys do is disable email sync (why would you let them disable data?) and when they re-enable it they get the amount of days that they have set their BB to display.
