Default BES 4.1 downtime notifier?

If there is a problem with Exchange or the BES and the server is unable to send emails, is there a way to get some kind of PIN notification or SMS message?

If not, is there a way to do this with Exchange only? I would like something to periodically send emails (once every ~2 minutes) and send me a notice via SMS if 2 or 3 in a row don't go through.

The only BES build-in User Notification I know of is the sending of an alert to an e-mail address or to the console. This notifies us of DB disconnects, SRP disconnects, service failures and other errors.

I don't think there is an internal notifiaction system via SMS. We use SCOM for monitoring and SMS alerting. SCOM is monitoring all our services including BB and Exchange.
