Exclamation Blackberry not activating wirelessly

Hi there,
i hope you can help. My bold wont activate wireless (just keep activating till i get an error). When I put my SIM on another device, it activates almost immediately.

the difference between the two devices:

1) one that doesnt activate : it's a blackberry bold, bought in US (I am currently in Dubai) NOT locked (I can receive / make calls, sms, I can even access the internet and until recently I was able (altho i didnt sync it wirelessly but just used the cable because I didnt want to wait till our admin can give me a password) to receive emails wirelessly.) I have done everything from wiping the device several times, to asking Admin to remove / recreate my account, even called carrier who confirmed that "all is OK" on their side.

2) one that activates : it's 8310 bought locally (from the carrier : Etisalat).

There's one things that I think might be the problem : when I wipe the device and restarts I immediately get two emails : 1) Your BB has been registered with wireless network 2) Welcome to ROGERS (instead of Etisalat - the local carrier that I am using. I get this message on the 8310 ).

Diagnostic report :no report, continuously running!

Bought in US but on Rogers? Um sounds like you need to unlock it.

thanks knottyope for the reply..
I am thinking it might be blocked..so bought an unlock code, went through all the steps :
I have SIM, Network, Network Subset, Service Proviuder, Corporate all disabled.. this means it's unlocked right? Or only the BES (wireless) is locked?
Because when I connecte the blackberry to the pc (with Desktop Server running), it works just fine..

Did you install DM correctly?
It has to be set for enterprise when you install it.

Hi,
yes i definitely installed it correctly..is there a way to confirm that's the BES is locked (all of a sudden ) to Rogers? I just did a wipe out (third party apps too) clean install and still I get the message "welcome to rogers wireless / thanks for choosing BB from Rogers Wireless for your voice & data comunication needs.

BES is knot locked to any carrier.

Since you moved sim to other device and it worked, then its the device thats the issue knot BES.

hi again
actually I meant to say ' is there any way to confirm if the device is locked? Because I am still able to receive , make calls even browse the net. Jus BES is not working. Maybe this is because the device will only receive work with Rogers BES Plan ? (is there anyway to confirm this?)
