Default My handheld does not activate via wireless

Hi.
I installed Blackberry Enterprise Server 4.1.4.17 (the free - 1 license Express version) for Microsoft Exchange and I added one user.
Now I'm trying to activate the user's BlackBerry device, but I'm having some probelms.
The user received the activation password, he made the activation process on his BlackBerry device specifying that password and his corporate e-mail address, he correctly received the activation e-mail message with the .dat attached file (he didn't move or delete that message!) and it seems BES to correctly receive that message, but the user is still after some hours in the "Initializing" status in the BlackBerry Manager.

I uninstalled the Blackberry Desktop Manager from the user's client and I ran the dbclean.exe utility, but I didn't solve the problem.

screams permissions issues. search for documentation on the besadmin account and exchange permissions (or if ur lucky someone else will link to them for you)

I installed the Blackberry Enterprise Server as the user Administrator, so I don't have the BESAdmin user, and I don't use Microsoft Exchange but Zarafa which has a BlackBerry connector and emulates an Exchange server at all.
I executed the IEMSTest.exe utility and it can connect to the mailbox without any problems.

I already read that thread but it didn't help me..
Could the problem be the absence of a particulary service on my simcard?
The basic BlackBerry services are already activated anyway..
