Not really a solution other than to tell you that I hate Entourage with a passion. We've come across this a ton. We've had great results with the new Exchange Web Services Beta update for Entourage. It no longer uses WebDav. However, this release is only for Exchange 2007.
Hate to say it, but to get the best results, upgrade to Exchange 2007 and wait for the Entourage EWS update.
You can try solving Calendar sync issues by clearing the Entourage Calendar cache. This usually solved any issues we have. It will eventually come back. Educating users on how to clear the cache might be worthwhile. They'll do it often.
