I see an option in the policy for ip modem, is that going to stop a user from tethering if I disable it? Also is there anywhere I can force the data off if roaming option? I don't see it in these policy settings anywhere (unless I missed it). This is for a Bold 9000 user if it matters.

Yes. I just checked and policy item is called the same in 4.1.x and 5.

I don't think so. I can't find any policy options for this.
AFAIK, only devices with OS4.6 upwards have this feature.

There is no IT policy to force data services to "Off when roaming".

This feature was introduced with some later 4.1 versions of the phone OS. It is there now for several years.
