Default message purge not working?

This is happening on quite a few devices in our environment (including mine):
I've got the purge messages option set to 15 days. It's not working however. I have messages that are over 2 months old, from the last time I wiped it. As I said, others report this also.
The problem being that we have noticed that as time goes on, the device gets more sluggish (particularly when unlocking - we have encryption enabled), and battery life reduces (i assume because of the extra work needed to encrypt/decrypt so much data). Wiping solves the problem, until all the messages pile up again.
Why doesn't the 15 day threshold work? What am I missing?

you have encryption enabled? why oh why? Government regulation? ... cuz other than that I don't really know of a good reason to do it.

What if you connect to desktop manager and purge the messages database? What happens if you attempt to manually delete the messages?

Ya, we're a healthcare institution. Government regulation that all mobile devices be locked and encrypted.
Manually deleting the messages fixes the problem too. Obviously, a manual delete will get rid of the message on the server (which we don't want to do).
I just want the purge function to do it's job! Why isn't it?

Only if you tell it to.
You can manually delete from handheld only.

True, but that doesn't solve our problem.
I want the purge to WORK! It doesn't.
