Default An error occurred. Please contact your administrator

After installing BES (4.1.4.6) and activated the first user (everything when smoothly) I tried to activate the next one. On the BB device when up to waiting services and then pop up an error “please contact your administrator” on the server site the state of the user when from initializing to running, but with last contact time “never”. I have not found anything that can give a clue how to proceed. Does anyone have an idea how can I fix it. This happened for all the users that I tried after the first one.
Thank you in advance

Do you have enough licenses?

Have you checked to make sure the BES still recognizes the free licenses?

I have seen this before and I have managed to get past this by doing the following:

1. Re-register via Host Routing Table
2. Wipe device again
3. check with carrier device hasnt been deactivated for some reason.
