Device reactivations are not pulling the 14 days worth of email @ activation

I'm having an issue with a couple of curves running 4.5 on BES 5.0
When we reactivate a device it does sync the 14 days/750(or what ever that number is) worth of email back top the device. It only has new stuff going forward from the activation...in one case it got 4 old email out of a box of 500+ with 60+ being with the 14 days.
Is there something I'm missing? Any help would be appreciated!

You will only get pre-populated mail on a new device or a new account on the BES. If you're reactivating the same device for a user currently on the BES, you will NOT get pre-populated messages.
The good thing, with OS 4.5, the users can do a remote search of their mailbox to find older messages that are not stored on their devices.

Do you know where on BES 5.0 the pre population stuff it? On 4.x is was...
1. Open BlackBerry Manager.
2. Highlight the Blackberry Server in the left pane.
3. Choose the Server Configuration tab at the top of the right-pane.
4. Click the Edit Properties link in the right pane.
5. In the Server Properties window, choose Messaging in the left pane.
6. In the right pane, adjust settings in the Message Prepopulation section.
~ Send Headers only = True/False
~ Prepopulation By Message Age = 5 (Maximum of 14 days)
~ Prepopulation By Message Count = 200 (Maximum of 750 messages)

But I can delete the users out of BES and re add them and it will pre populate correct?
This is correct. But you will lose their settings/data if you do it this way.

When you talk about a user losing their settings/data when I delete and re add them to BES what does that really mean? What data and settings are they lossing? Help me understand what BES actually stores that would be lost.
