Default Invalid identidier

Hi my name is Umang,

I have purchased 8320 blackberry phone from Dubai Duty free. When i reached India and started using my phone. i could not activate my BIS on my 8320 BB. I called up my service provider and was informed that they cannot activate the phone due to Invalid Identifier and my BIS services was suspended. They told me to contact RIM or contact the supplier of the phone. as per the service provider the device is either stolen or is a per production piece.
I called up the Duty free customer care center in Dubai and they told me to return the pcs, they will give it to the supplier for technical inspection. But now the problem is that even FeDex is not ready to Pick up the parcel as they need 5 diff documents to send the parcel to Dubai.
Please some one advice how to get this thing sorted. I could not found any email add on the RIM site where i can forward my query or by any means i can get this phone working in india without sending it to Dubai for tech check.
Let me inform you that the phone is working that means i can make a call and receive a call but i cannot start the BIS service. With out using BIS its of no good to me.
