Exclamation New BES that does not bring the devices up to a running status!

I have setup a BES server at remote office X(remote office) which has an Exchange 5.5 server installed and this is where the users reside that want to utilize the server. There is a home office which I will call Y(home office) and all the email is sent through office Y(home office) and then distributed from there to office X(remote office). The external (internet) IP address of where the MX records point to office Y(home office). The emails are then sent across a VPN connection to office X(remote office), so office X(remote office) has an internet conncetion directly to the outside. I am running BES 4.0 and when I try to utilize the Enterprise Activation the activation emails comes into the users email box but the status on the BES never says running and email never go through. So I tried to set the Blackberry up on the BES utilized a USB cable and the same thing the status never says running. I have tried to open up the internet connection at office X(remote office) on port 3101 and that did not help either. I am at a loss as to where to go from here. Any insight would be helpfull. I am in the beleif that somehow I need to tell the routers that all port 3101 traffic need to be routed to office X(remote office) where the BES resides and its direct IP address. I will gladly email a diagram I drew up if you would like to see it.
