| | IT Policy change causes device password issue

I recently had to move a user into an "Install" policy to allow for the download of an app after which the user was no longer able to enter into his device.
The user had not changed his password (not lying) but it seems as though something within the IT policy either reset his password or made his invalid.
I already checked the password related options in both policies and they are the same. In fact the policies are exactly the same other than the "Allow third party apps" option.
