Be sure to monitor what's syncing with the user's BB. Since I posted this we discovered that ~ .5% of the contacts were not syncing, and it was random as to which were syncing and which weren't. Spent about 10 hours on tech support calls with RIM and they guessed (but it was never proven) that Outlook PCS was corrupting the records in question sometime between when they left the Public Folder and hit the user's BB. Hopefully someday the system will natively sycn Public Folders, but I've heard from MS reps a few times that Public Folders are going to go the way of the dinosaur, being replaced with SharePoint services.
Another option you could look at (and we did) is just having users do their address lookups against the GAL. However, we found that we didn't really trust an admin person maintaining info in the GAL and didn't want to push the task off to our IT staff.
