| What version of Exchange, Windows Server and BES do you have ?
It is possible that the error messge you get is wrong. But, If you have exchange 2007 or 2010, right klick the user in question, then, choose "manage send as permission" and, add the besadmin account.
Then test again.
On my system, I also get this error, however, the permissions are correct, and I have no problems. If I add the send-as permission the error is gone.
Even if your permissions are wrong, the wireless activation message must arrive in the users inbox within about 2 minutes.
To check this:
shutdown the BES services.
Try to activate
If no message with an "etp.dat" attachment arrives within a few minutes in the inbox of the user, you have a different problem.
Then, check your email server setup:
Disable all spam filtering and delaying, antivirus processing, exchange server and client rules.
If you get your mail via a pop polling system (like SBS 2003), manually poll the mail frequently during activation.

I just saw, you already checked most of the things above in your other post.
How long does it take for the arrival of the etp.dat message ?
Will it stay in the inbox forever ?
Does it arrive in the inbox - or, somewhere else ?
If this does not help, please give a more detailed information about your setup.
