Enable WiFi by IT Policy

We just got 100 new BB phones and I want to set an IT policy to enable WiFi by default. I can't find a setting for this. Is this possible? I've tried setting the "Disable WiFi" setting to No, but that doesn't seem to do anything.

That is not possible via IT policies. The same for Bluetooth.
