Default EAP-FAST WLAN via BES 4.1

I've got a bunch of 9700 devices. I can manually configure WiFi on them but I'd rather use a policy. When I look at the WLAN Policy Group on our 4.1.6 BES in the WLAN Link Security field I see virtually every option except the one I want. There's no EAP-FAST. Am I missing something or do I need to be running BES 5.x?
