Default Stuck IT Policy

Hey guys and gals,
I got a question for ya. I had a Curve activated to my BES. IT Policy added to it. The user got a new device. I reactivated him with his new PIN. I did a wipe on his old device, but when I turn it back on, it's requesting a new password (part of the policy). I entered one and looked at the General Settings in Options Security. It still has my policy on it.
Here's the question. How do I get that policy off? This device will be going to an outside user and they don't want that password and whatever else is on there.
