Default IT Policy Help! Maps & Web

I have about 8 or so users on BES Express 5.01 and whenever I activate a phone to the BES server they are no longer able to log into blackberry maps (just shows the green lines) and they also get the forbidden message when trying to use the blackberry web browser.

I have gone and switched around the default IT policy as well as created my own. What setting am I missing on the phones or on the BES to allow users to use the maps and web?

In the Browser options on the device, can you choose from different browsers (MDS, Hotspot etc.)?
