| | Blackberry Synch Issue - Bold 9650

Strange issue popping up with a couple of new BB Bold 9650's we purchased. Currently running a pretty old environment but the Blackberries are on BES 4.1.7. The users in question had problems with their Curve units so we moved them to a Bold 9650 and all heck broke loose.
The units will authenticate, synch email and calendar but not contacts or memos. The Wireless Synch option under Desktop is greyed out as 'Not available'. I have tried
1. Deleting the Desktop (SYNC) Service book and recreating
2. Deleting ALL Desktop Service books and having the server resend them
3. Going in and using Alt-CNFG in the Wireless Activation screen and turning off Wireless synch, activating and then turning it back on and reactivating.
4. And of course, more hard resets than you can shake a stick at.
I think it is a problem with the serverside because when I look at the users in the Blackberry Manager it does not list any unit information for the users even after they authenticate.
