Default Verizon 9800 will activate on BES but ATT 9800 will not

The person says they definitely have the enterprise data plan. Can anyone think of why it might not activate? I added the model to the xml and the verizon 9800 activated without issue. Any insight would be much appreciated.

There's no such thing as a Verizon 9800.

Use the Enterprise Readiness tool in BESC to check to see if the data plan is provisioned properly.

You edited the device.xml file manually? That's a bad move.
What version of BES are you using?

There's many reasons why an activation would fail. Can you provide more details?
Have you gone through the Enterprise Activation Troubleshooting KB article yet?

2. I am working on doing that now..

3. I did not update it manually. I found a post in this forum that had a link to where I could download an up2date device.xml directly from RIM.

4. Blackberry Professional Software for exchange. Im not sure where to find the version.

We do have a 9800 that activated and has been running without any issues.

Can you provide a link to the KB. I have probably tried most of what will be recommended but I will definitely take a look and try whatever I haven't. Thanks for your help.

I ran the Provisioning test against the pin and IMEI. It said it was not provisioned for Blackberry Professional Software which I believe is what I have. It was however provisioned properly for Blackberry Enterprise Server Express. When I look in add/remove programs in the CP and in the program list on the start menu the software is listed as Blackberry Professional Software. Is there special provisioning that has to take place on the Carrier's end for the different version? Is there an easy way to check the make and model of BES?

BlackBerry Professional Software Version 4.1 SP4

This is my version. Do I have to call ATT and give them this information in order for the phone to be properly provisioned?

Both require the same data provisioning. The device needs to be provisioned for BlackBerry ENTERPRISE data.

Only BES Express 5 can use BIS, the rest need BES dataplans.
