So we are currently on BES 5.0.2.28 Exchange. I am supposed to do an upgrade here soon to the latest version. Whether soon is 2 weeks or 6 months i haven't been told yet. We have ~900+ users. I took over this from the previous admin and was pretty much told here ya go figure it out. Well I am trying to get acclimated here. I am pretty sure that the Monitoring service isn't installed anywhere on the network. It isn't installed on the server the BES & BAS is on.

So my question is what is the best way to tackle this task? Since i am on 5.0.2.28 what version of the software do i need to download to get the Monitoring service compatible? If i understand things correctly i must use the full install to install the Monitoring service and just install that component. So should i download the version of the BES that i have to install the monitoring service? Should / can i use the newest 5.0.3?

You should get and install the same version as your BES/BAS... 5.0.2.
