Default BES - 5.0.2; Activation Issues

BES - 5.0.2
Exchange 2003 & 2010 (Mid-migration at the moment)

Currently, the only mailbox on the Exchange 2010 organization, is my own. Every other user is still operating on 2003. If we try to re-activate users who have had a BES Account since before the Exchange 2010 Organization was added, we can re-activate devices for them without an issue.

However, if a new user (new AD user, new Exchange Mailbox, 100% new user) is given a BES Account, activations don't appear to be working. On any Blackberry we try, they sit at the "Contacting server..." status and it just seems to time out.

I would greatly appreciate any assistance here. MAGT and SYNC logs don't show any data during an activation attempt, so I'm not sure where to go from here.
