Default prevent application is attempting to access phone information

I am pushing out an application to users through BES 5.0.3. I have created a "Required application control policy" and associated it with the app. I have set almost everything in the policy to Enabled, however, the users still get a message on their Blackberry when I run the app that says

"The application ***** is attempting to access phone information."

Do not ask again.

Is there something that I can set on the BES or in the application control policy that would prevent a user from having to click Allow on this message?
