If you dont care about loosing the data from your wireless backup (saved settings, bookmarks, password store, etc. etc.), you can ask your admin to delete all user information an then again add you as a new blackberry user.
try to activate using Wifi and not 2G/3G, dont know if this makes a difference.
try to activate using USB
Did you chance your device or OS software ?
Ask the Admin to look into the server logs. Normally something about this problem should be visible in the logfiles.
Besides the reason, that the wireless backup is corrupt, my best guess is, that some content of the saved messages is larger then allowed by the Rules of the server.
