Sometimes, the slow sync phase can be very slow (as the name says), have you ever tried to just leave the BB alone for 2 hours?
It can also help to do a battery pull while it is stuck at 39%. After the reboot it will re-start the activation and I had cases where it succeeded then.
Thanks for replying. In the meantime I tried to unlink the Device with the user. Delete user. re-create it. Wait for Initializiting process and start from scratch.

I was trying to look for anyone into office 365 maybe. As many of your answers (as you said) are for on premise servers.
