Default Reassigning a Phone to another user?

We are using the BES 4.1.7 and older version. I deleted a user from the BES, but I didn't delete his data from the exchange. I want to reassign this phone to another user we had deleted last week. I tried to reassign his phone to last weeks deleted user. We wiped the phone and did a Enterprise activation, but it didn't seem to go thru? Is there a way to flush out the old users info from phone so the new phone will work, or is their a time frame for the system to clear his phone so it will be ready for the next user, thx

did you add the deleted user back into BES?

A wiped phone is clean, no more to flush out.
