Default BES 5.0.3 Standby Server, no Administration service

I am really struggling with this. I am trying to move my BES server from Windows 2003 to a new Windows 2008 R2 SP1 box.

We don't have support with RIM so I couldn't obtain a copy of the migration kit, for this reason I am trying to migrate using HA.

So far I have successfully moved the config database to a central server running SQL 2008 R2.

Installed a standby server on the 2008 R2 box, however for some reason a system process ID=4 is using port 443 on the new server, I changed the port to 663 and this is working fine on the old server. However I cannot get the Administration Service Web console to work on the new server.

netstat -ano | findstr ":663" shows that no processes are listening on this port.

If the Administration Service Services are running on the old BES server the memory usage on the BAS-AS.exe process doesnt go above 250MB on the new server, if I stop the BAS services on the old server and restart on the new server, usage goes up to 500-600 MB but still no process listening on port 663.

I check the BAS logs as there are no bind exception errors (I was getting these when BAS was working on port 443), can somebody point me in the right direction here? I would like to know the Admin service is working on the new server before doing a manual failover to it.
