So I have a bunch of people in my IT dept that I'd like to have the ability to only ADD users and set activation passwords, that's it.

It seems none of the roles allow for this. Junior Helpdesk admin allows to look at the user list. Senior allows to look at the list, create and delete accounts.

I don't want them to be able to delete accounts. Is there no way to modify these roles?

You can modify the roles:

Change role permissions

To turn on or turn off permissions for administrator accounts, you can change the permissions for the roles that you assigned to the administrator accounts.

- In the BlackBerry® Administration Service, on the BlackBerry solution management menu, expand Role.
- Click Manage roles.
- In the list of existing roles, click the name of the role that you want to change the permissions for.
- Click Edit role.
- Switch the appropriate tabs to change the appropriate permissions.
- Click Save all.

After you finish: Instruct administrators to log out of the BlackBerry Administration Service and log in again so that the changes can take effect immediately.

Odd.. I am logged in as my account which has full access to everything and I don't see Edit Role. I see Delete Role, View users with reconciled role, View role list.

I do see Edit role, Copy role on my regular BES, just not on my BES Express.

Custom roles are not possible in Express, from the guide:

So you need the full BES to create new roles or edit existing ones.
