Have a look a your Event Viewer and BES logs (DISP logs). Have you run the bbsrptest to determine if you can reach the SRP host at RIM? What does the above results indicate?
Have you attempted to restart the service numerous times? If so it may require a call to RIM to re-activate the service. What happened prior to this issue?
A little more info might be helpful........
