I am going to guess that he (or someone) upgraded the OS on his BB. When that was done, they did not make sure that the Phone option (in Application Loader) was checked off.
Delete vendor.xml on the local PC C: drive
Restart Desktop Manager and application loader should start.
Make sure the Phone icon is checked off....
That should fix it.
