I've seen this when the SRP ID has been changed...let's say from a temp setup to the production BES. This may persist for a couple of hours and eventually flushes itself out. During this time the BES server is fully functional and the users are able to send/receive messages. It does take a while for previous session IDs to be purged from the BlackBerry Infrastructure (if this was a case of changed SRP IDs).
As a security reminder for next time, try to mask your SRP ID....you never know who's browsing these forums.
