Only sync email I send myself

I have set up a Blackberry Enterprise Express server. I can send email from my 7130e and test messages I send myself get synchronised. All other recieved email does not sync. I've tried deleting all policies. Any ideas what else may be wrong? Blackberry V 4.1.0 with Exchange 2003, Windows 2003.
