Default Enterprise Activation Issue

Please Login to Remove!

I am activating a new 8700c device on our BES server. Device activation has hung at 98% for the past 4 hours. What could be the issue

Notes 6.5.4 environment running BES 4.0.3

You may have to wipe the handheld before you can do an Enterprise Activation with it. This is a issue with brand new 8700 handhelds out of the box.
