There are two common reasons for the "Data Connection Refused" message:
1) Your handset is not programmed correctly. In this instance, the data support group for your carrier should be able to walk you through reprogramming the device.
2) Your account is not appropriately provisioned for data access. In this instance, the data support group for your carrier should be able to identify and correct the provisioning problem.
Regardless, finch is absolutely right ... try popping the battery to see if that corrects the problem (a great first step for most BB troubleshooting issues) and then phone your provider for assistance.
