Default Question about working with Policies

hi all,

Need to get a confirmation on the way a policy works to make sure I got it straight. I'm wanting to create a new policy that stops bulk OTA transfers when doing Enterprise Activation. This mainly has to do with the Phone Logs that are being backed up wirelessly on to the BES Server. We haven't done anything to the IT Policy but use the Default policy. I know how to create a new policy and that you shouldn't make changes to the Default one. When I go to enforce the policy on a user, in User Mapping, it gives a list of all the users. Do I have to select each user and then select the new policy to give them all this new change or is there a way to do this Globally without making changes to the Default policy? Then again am I way off on the best way to proceed with this. I found a thread here on just disabling backup of phone logs wirelessly in PIM Sync Policy Group but I don't have that option. I'm running BES v.
