Default BES policy and fowarding attachments from BIS messages

We are running BES 4.03sp4 for Domino. Devices include 7100s on Nextel and 8700s on TMobile. All have 4.1 handheld OS. I've reviewed lots of other threads on this type of problem, but none addressed IT Policy settings.

A few users have set up BIS accounts. They are finding that when they forward a message received via a BIS account to someone else on Notes, the attachment is stripped off. They can open the attachment on their BlackBerry just fine -- it seems like the forwarding is removing the file.

We've narrowed this down to something in our IT Policy. When I set myself up with our fairly-open test policy, forwarding from BIS accounts to my Notes account work fine. When I move my BB to our "Default" user policy, attachments are stripped.

I'm trying to figure out which policy settings factor in. So far I can see that these don't make a difference.

Security -> Disable Forwarding between Services (TRUE for users)
Service Exclusivity -> Allow Other Message Services (FALSE for users)

I'm working through other possibilities, but thought I'd see if anyone had correlated policy settings to this situation.

**Update: Changing Common -> Disable MMS to TRUE results in an error when I try to view an attached file -- the popular "More request can not be completed. Serivce Book information not found". And when I forward that message, it arrives in my Notes account without the attachment.

So MMS is apparently the main item that has to be enabled for forwarding from BIS to BES accounts to work.
